Agriculture in Pakistan is threatened by various challenges like expanding population, increased urbanization, constrained water assets, low productivity, and poor base of innovation, global warming and climate change. In addition to being a treasure of nature, soils are an essential resource for human societies. We depend on soils for our food, and for the many ecosystem services they provide. We depend on soils, but we continue to degrade this non-renewable resource and soil is still a second tier environmental priority. Pakistan has its own challenges like nutrient depletion, salinization and erosion which are so closely related to food security. The trend of soil degradation must be reversed through sustainable soil management practices. Pakistan has diverse agro-ecological conditions due to the variation in crops, climate, edaphic conditions, hydrological systems and terrain conditions. Advance our understanding of biogeochemical cycles of carbon and nutrient elements in soil, providing important insight into regional and global element cycles which provide the basis for sustainable soil and land use management. ISCES is dealing with soils as a natural resource on the surface of the earth including soil formation, classification, physical, chemical, biological, and fertility properties of soils; and these properties in relation to the use and management of the soils. Since, our soils are mostly deficient in N and P whereas the deficiency of K and micronutrients especially Zn and boron (B) has now established in many areas. The application of these nutrients and adoption of new technologies are essential for successful farming without damaging the environment and to combat with the hiking prices of fertilizer. ISCES also deals with plant protection measures which are also significant for optimum crop production. The use of pesticides has tremendously increased during the last decades therefore the availability of adulteration free pesticides is essential to reduce the quantity of pesticide use in the country and to save the cost on its import. To address these problems effectively, the Institute of Soil Chemistry and Environmental Sciences was established in 2009 by bringing Soil Chemistry Section (established in 1907), Pesticide Quality Control Labs., Faisalabad, Kala Shah Kaku, Multan and Bahawalpur (established in 1971, 1985,1985 and 2005 respectively) and Pesticide Residue Research Lab Kala Shah Kaku (established in 2005) under one umbrella. The objectives of the Institute are to study the effects of chemical fertilizers on soil properties, use of macro and micro nutrients for crops, vegetables and fruits, monitoring environmental pollution by agricultural inputs, safe use of domestic and industrial wastewater for agriculture, pesticide quality control and pesticides residue research.

Mission

Achievments

Following are the achievements of the institute:

1. Heavy Metal Status of Soil and Vegetables Grown around Big Cities

The heavy metal analysis (Pb, Ni, Cd, Zn, Cu, Fe and Mn) of 3000 soil and water samples collected from 9 Divisions of Punjab showed that 79% samples unfit due to Cr, 56%  Pb, 32 % Cd and 8 % Ni. Soil and wastewater samples were also unfit in these areas and samples were above safe limits as prescribed by WHO.

2. Effect of Fertilizers on Soil Properties

The result of a long term study (continues since 1978) showed that the crop yield and soil health was improved by the use of chemical fertilizers. No ill effects of chemical fertilizers were observed on soil or plant health.

3. Integrated Use of Organic and Inorganic Sources

Since the cost of chemical fertilizers is very high and it is going beyond the purchasing power of the farmers, therefore it was decided to use organic sources like plant residues, FYM and green manuring along with the chemical fertilizers to reduce the quantity of inorganic sources of plant nutrients. Green manuring with sesbania and guar after wheat saved one bag of urea for rice during 1st year. Whereas wheat straw had accumulative effect after 2-3 years. It was thus recommended that FYM and green manure must be used by the farmers at least after every three years to keep the good soil physical condition and save or reduce the quantity of chemical fertilizers.

4. Fertilizer Use and Environment

The existing fertilizer application rates and irrigation practices do not pose any threat of water contamination. More than 2500 soil and water samples were collected and analyzed from Okara, Sialkot, Chiniot, Hafizabad, Jhang, Multan, Vehari and Sahiwal districts. The results also showed that nitrates move in soil but not beyond four feet depth and also present in ground water but within safe limits of WHO.

5. Effect of Fertilizers on Soil pH

It is generally felt that some fertilizers are alkaline in reaction (like DAP) and may affect the germination of crops and increase the soil pH. The results of studies showed that even very high dose of fertilizer did not affect the germination and the pH of the soil.

6. Effect of Hard Pan on Crop Yield

Hard pan reduced the fertilizers and water use efficiencies which ultimately reduced the crop yield. The results showed that deep ploughing in the area where this problem exists must be done to reap the potential yield of crops.

7. Effect of KCl vs K2SO4 on Soil Health

The KCl is a cheaper source of potassium as compared to K2SO4. But its use is restricted due to its Cl ion which may increase the salinity. The twenty year results of this project indicated that in normal soil KCl may be successfully used. However its use in salt affected soil and for sensitive crops, like potato and tobacco may be avoided.

8. Micronutrient Status of Citrus and Mango Orchards

Micronutrients play a significant role in quality and quantity fruit production. A survey study was conducted at Soil Chemistry Section during 2003-2005 to assess the micronutrient status of soils at Sargodha and Multan districts. This study revealed that total 334 soil samples were taken from citrus orchards of Sargodha and out of these 82 % were deficient in Zn, 62% in B, 17% in Mn, 7% in Fe and 1% in Cu. Similarly, 270 soil samples were taken from mango orchards of Multan and Lodhran districts. Out of these 81% were deficient in Zn and 27% in B.

9. ISO-Accreditation of Soil Chemistry Laboratory

Soil Chemistry Laboratory, Institute of Soil Chemistry and Environmental Sciences, AARI, Faisalabad got International Accreditation for ISO/IEC-17025:2005 regarding testing activities from Pakistan National Accreditation Council (PNAC) Islamabad, Ministry of Science and Technology, Government of Pakistan.

10. Establishment of Climate Change Research Center

Value Chain Analysis Survey of 3 cities for crop diversification was successfully completed. Hands on training on “Decision Support System for Agro Technology Transfer System” (DSSAT) was completed, with original data of own experiment for future forecast. Participated in the development of Climate Risk Assessment Tool for Projects and worked on climate smart agriculture & mitigation technologies.

The farmer which has doubt about the pesticide or weedicide which he wants to use for his crop, can get analysis of the product. For this purpose, he should visit the PQC Laboratory on the address given below. Copy of NIC and information on Form-8 (available in the Lab.) is required along with sample. The fee for sample testing is Rs.5000 as declared by the Government.

Pesticide use in Pakistan has been enormously increased in the last couple of decade. The quality control of pesticide therefore carries paramount importance. Previously, provision of pesticide was responsibility of the Government but with the transfer of pesticide business from public to private sector, necessity to regulate the business was realized. The Government thus promulgated Agriculture Pesticide Ordinance in 1971 and Established Pesticide Testing Lab. Faisalabad during 1971 to provide the analytical services under this ordinance. PQCL, Faisalabad is also accredited with PNAC for ISO-17025:2017.

Impact Factor

The quality control of pesticide help to improve the supply of quality pesticides to farmers for crop protection which contributes 45% in overall increase in crop production besides improving the quality of produce. It is also meant to assess the pesticide quality and implementation of Punjab Agricultural (Amendment) Act 2012 to provide the adulteration free and quality pesticides to the farmers. The farmers are ultimate beneficiary who will be benefited by the supply of adulteration free pesticides as well as by the increased production of crops and thus by improving their income.It will improve the quality of pesticides and ultimately quality pesticides will save the environment due to its less use as it will help to reduce the pesticide residues in food fruits and vegetables.

Pesticide Quality Control Laboratory Multan

Pesticide quality control laboratory Multan lab was established in 1983. Its covers two divisions (Multan and D. G. Khan) for the receiving and analyses of pesticide samples. Total sanctioned strength is twenty three (23) including gazzetted (6) and non-gazzetted (17) staff. Eight (8) non-gazzetted staff is lying vacant. Major equipments are HPLC (3) and GC (2) along with their allied equipments and accessories.

Pesticide Quality Control Laboratory Kala Shah Kaku

The Pesticide Quality Control Laboratory Kala Shah Kaku (PQCL-KSK) provides laboratory testing regulatory services of pesticides (fungicides/ insecticides/ herbicides) under section 17 of APO 1971within the administrative boundaries of Punjab. This Lab also provides the facility for analysis of pesticide samples under section 20 of APO 1971 Meaningful laboratory results require careful attention to the condition of sample, date of sample collection, authority who collected the sample, the originality of sample, recording physical conditions of sample, coding and testing of samples and report generation. The lab is following guidelines of international standard ISO 17025:2005 for its testing activities.

Pesticide Quality Control Laboratory Bahawalpur

Pesticide Quality Control Laboratory, Bahawalpur was established in the year 2008 and is working under the Institute of Soil Chemistry & Environmental Sciences, Kala Shah Kaku, Agriculture Department, Government of the Punjab. This laboratory functions in accordance with the provisions of Agricultural Pesticide Ordinance, 1971 (amended up to-date) & The Punjab Agricultural Pesticides rules, 2018. Pesticide Quality Control Laboratory, Bahawalpur is accredited to ISO-17025:2005 by PNAC, Islamabad. The pesticide samples are received from the Pesticide Inspectors duly notified by Government for this purpose. These samples are analyzed in the laboratory and declared standard quality or sub-standard and adulterated on the basis of determination of active ingredient in the laboratory.

Facilities to Farmers

Pesticide quality control laboratory, Bahawalpur provides quality pesticide analytical services to the farmers. We provide facilities of following analysis.

Purpose

The farmer who has doubt about the pesticide or weedicide which he wants to use for his crop, can get analysis of the product. For this purpose, he should visit the PQC Laboratory on the address given below. Copy of NIC and information on Form-8 (available in the Lab.) is required along with sample.

Pesticide Residue Laboratory Kala Shah Kaku

Use of pesticides in the country has been increased tremendously in the last decade. The consumption of pesticide in Punjab is more than 75% of the total consumption in the country, which has gone up to about 80 thousand metric tons annually. The carryover of pesticide in food crops, fruit and vegetables has emerged as life threatening issue due to injudicious use of pesticides. No pertinent data is available on the current situation of our natural resources and food contamination because no institution/organization at the provincial level is working on the researchable issue of pesticide residue effect. Pesticide residue study is a necessary part of information for achieving adequate risk assessment that is concerned primarily with human safety. For this reason studies of pesticide residue are centered round food crops and residue in food stuffs around the Punjab. Pesticide Residue assessment from all the commodities across the Punjab is necessary for the healthy food chain and the safe Environment. Pesticide residues have been detected in fruit, vegetables and cereals. The levels of these residues in foods are often stipulated by regulatory bodies in many countries. Government of Punjab also intends to address this very issue of food safety. Pesticide Residue Laboratory, Kala Shah Kaku, is the only laboratory in the provincial setup working on this very significant issue of food safety.

Mission

The entire team of Pesticide Residue Laboratory, Kala Shah Kaku (PRL-KSK) is fully committed to maintain quality of laboratory services and ensure that its services fully meet the requirements of customers at all time. The PRL-KSK is identifying customer requirements regarding Food Safety issue and ensuring that the correct procedures are followed to meet those requirements and is always ready to take suggestions/complaints/feedbacks, as opportunity for continual improvement of system.

Objectives

  • To assess pesticide residues in food, fruit, vegetables and other agricultural commodities
  • To provide pesticide residue assessment service to meet the WTO and international quality standards
  • To study the biodegradation of pesticides in soil and water
  • Market survey to monitor the pesticide residues in fruits, vegetables and other commodities
  • To determine the withholding period for different pesticides in crops, fruit and vegetable

Future Plan

  • Strengthening the laboratory, for extension in state-of-the-art analysis facilities, regarding exporters’ needs in modern international markets.
  • Scope enhancement of the laboratory under ISO-17025.
  • Going to be a part of National Data Base activity on pesticide residues in collaboration with Federal Govt.
  • To provide advanced analytical service & consultancy to help exporters of major agriculture commodities to combat the technical barrier regarding pesticide residues, under open markets & WTO scenario.
  • Judicious use of agricultural chemicals, due to awareness among farmers about their potential danger towards consumers and the environment.
  • Improvement of exports’ quality and quantity as a result of dissemination of information regarding MRLs of various pesticides and translating to the exporters the threat their shipments would be facing in modern international markets.
  • Income generation and alleviation of ill name of the country by exporting commodities without residues or with residues well within the MRLs of the importing country(s).

Research Activities

  • Basket market survey for the evaluation of pesticide residues in fruits, vegetables and cereals. A way towards establishment of MRLs of various agriculture chemicals for Pakistan.
  • Controlled pesticide residual studies on keeping in view the results of basket market survey.
  • Analysis of pesticide residues from advisory samples.

Completed Research Activities

  • Across the Punjab, a total of 5% samples were detected with pesticide residues above the maximum residual limits (MRLs), during year 2018-19.
  • A comparison was worked out, across the Punjab and more contamination of pesticide residues was observed in samples collected from the markets (22%), as compared to those collected directly from the farmer fields (16%).
  • In a laboratory study during year 2016-17, it was found that after cooking process, pesticide residues of 79% vegetable samples reduced below the MRLs.
  • Results of about hundred (100) concluded trials on various fruit, vegetables and cereals, showed that in most of the cases no residues were detected against the recommended application dose and application timing. It is, therefore, recommended that the Pesticide
  • Label guidelines, for suitable application rate and/or the pre-harvest interval, should be strictly followed to avoid the likeliness of their residues in food.
  • Dissemination of findings done through participation in various conferences, seminars as well as farmer gatherings. Three publications accomplished during the previous year 2017-18.

Provincial Pesticide Reference Laboratory Kala Shah Kaku

The Provincial Pesticide Reference Laboratory is established for Pesticide re-analysis functioning under Agricultural Pesticide Ordinance, 1971 adopted by the Government of the Punjab under18th Amendment in 2016.

Mission

Our mission is to provide accurate, precise and timely results with aim of making availability of quality pesticides to farmers and to ensure the manufacturing ability and sample quality of stakeholders, helping to minimize the use of fake pesticides in Punjab for better society and reduce the financial and yield loss of farmer and country.

Objectives

  • To resolve the issue related to the quality control of pesticide samples
  • To provide analytical service to the purchaser of pesticides
  • To effectively contribute in pesticide anti adulteration campaign in Punjab

Soil Chemistry Section, Faisalabad

The Soil Chemistry Section was established with the establishment of Punjab Agricultural College Lyallpur (Faisalabad) in 1907. The limited objectives of the section were to determine the nutritional requirements of major crops. With time and according to the need new sections i.e. Soil Biochemistry (1954), Soil Fertility Research Institute (1968), Soil Bacteriology (1975) and Soil Salinity Research Institute (1981) were emerged from this section. Due to changing scenario of climate and environmental pollution threats, the Soil Chemistry Section was upgraded as Institute of Soil Chemistry and Environmental Sciences in January 2009 by bringing various laboratories under one umbrella. With the establishment of this institute the work related to soil chemistry, the pollution problem caused by the agricultural inputs i.e. fertilizers and pesticides and pesticide quality control is being dealt more effectively and efficiently.

Mission

The mission is in line with goals of the Agriculture Sector to provide food safety / security to the people without any risk of contamination/pollution caused by the agricultural inputs like fertilizers and pesticides. So The Institute of Soil Chemistry and Environmental Sciences addresses the environmental issues emerging by the misuse of chemical fertilizers and pesticides like nitrate leaching in ground water, pesticide residues in food crops, vegetables, fruits etc., heavy metal contamination of soil and vegetables by the use of untreated sewage and industrial water near big cities.
