Where the forms are available to avail subsidy for installation of Solar System to operate HEIS and where to submit the application form?
The interested farmers can obtain the application form from provincial, divisional, district, and tehsil level OFWM offices and submit the filled-in forms along with necessary documents to the concerned Assistant Director Agriculture (OFWM) at Tehsil level or Deputy Director Agriculture (OFWM) at District level for further processing. The application form can also be downloaded from OFWM website www.ofwm.agripunjab.gov.pk.

How much subsidy is provided by the Government for installation of solar system to operate HEIS?
Government subsidy is 75 percent (for upto 7.5 acre) and 60 percent (for more than 7.5 acres) of total cost for Solar System to operate HEIS and farmer contribution is remaining cost under the Project “Punjab Resilient and Inclusive Agriculture Transformation” (PRIAT) in entire Punjab.

Unde the project "National Program for Enhancing the Command Area in Barani Areas of Pakistan Jalapur Irrigation Project"  Government provides 60 percent subsidy for installation of Solar System to operate farm pond (7.5 Hp) and Dugwell (5.5 Hp). This project is being implemented in 13  non-canal command/ rainfed areas districts of the Punjab province including Attock, Rawalpindi, Chakwal, Jhelum, Gujrat, Sialkot, Narowal, Khushab, Mianwali, Bhakkar, Layyah, Dera Ghazi Khan and Rajanpur.

High Efficiency (Drip/Sprinkler) Irrigation Systems

 

What is Drip/Sprinkler Irrigation?
Drip irrigation, also called as trickle/micro irrigation, is the most efficient technology that makes highly effective use of water, fertilizers, and other nutrients for crop production. Its main principle is to apply water and other inputs slowly, regularly, and frequently as close to the plant roots as possible through emitters installed on plastic pipes laid out in the field.

What are the benefits of Drip Irrigation?
The impact assessment studies for performance evaluation of drip/sprinkler irrigation on sugarcane, citrus, potato, wheat, and gram have exhibited following impacts vis-a-vis conventional irrigation methods.

What crops can be grown on Drip Irrigation?
Drip irrigation can be practiced on variety of soil conditions e.g. uneven topography, odd field configurations, rolling sandy areas, long lengths of run etc. The drip system is best suited for orchards and high value row crops such as vegetables, cotton, maize, sugarcane etc. 
 
   

How much subsidy is provided by the Government for installation of drip irrigation system? 
The government government subsidizes 75 percent (for upto 7.5 acre) and 60 percent (for more than 7.5 acres) of total cost for installation of drip irrigation system for upto 12.5 acres while the remaining cost is contributed by the beneficiary farmers. In addition, government provides 70 percent subsidy (upto maximum Rs.9 lac) while the remaining cost is contributed by the farmers for construction of water storage pond, if needed, on the basis of site specific technical requirements.

What is average cost for installation of drip irrigation system? 
The cost for installation of drip irrigation depends on the crop to be grown, design of the system and size of the farm. However, the average per acre cost is Rs. 350,000 to 450,000 for five acre scheme. For sprinkler its average cost is Rs. 265,000 to Rs.325,000.

What is the procedure for installation of drip irrigation system?
Agriculture Department has pre-qualified supply and service companies (SSCs) for installation of drip irrigation systems and advertises the project facilities in the newspapers. The SSC selected by the farmer from amongst pre-qualified, installs the system on turn-key basis and provides post installation engineering and agronomic backup support services to the farmer for two years.

LASER Land Leveling 

 
   
What is Precision Land Leveling and LASER technology?
Precision land leveling (PLL) is a mechanical process of grading and smoothing the land to a precise and uniform plane surface at grade or no grade (zero slope) with variation of less than 2cm. The LASER technology has proved to be a highly efficient tool for achieving a high degree of precision for carrying out PLL operations in much lesser time.

What are the benefits of LASER land leveling?
LASER land leveling is an ideal intervention for improving water application efficiency and enhancing crop yields. An impact assessment study carried out by Planning and Evaluation Cell of Agriculture Department during 2008 reveals its following impacts.
  • Saving in irrigation time from 25.1 to 32.1 percent
  • Increase in irrigated area by 34.5 to 42.0 percent
  • Improvement in crop yields from 10.7 to 12.9 percent
  • Reduction in farm culturable waste land by 2.10 percent
  • Facilitation in better crop stand, uniform moisture availability and enhanced fertilizer use efficiency

Is there any Government scheme for provision of LASER land levelers to the farmers?
LASER units are being provided on subsidy to the farmers/service providers under the project "Chief Minister's Program for Water Efficient Agriculture" and under " Transformation of Agriculture in Pothohar".

One time financial assistance of Rs. 600,000 per unit under "Chief Minister's Program for Water Efficient Agriculture" and Rs.700,000 under " Transformation of Agriculture in Pothohar" project is being provided to the farmers/service providers.

The approximate total cost of LASER unit is Rs. 1.2 to 1.4 million.

What is the eligibility criteria to apply for LASER units?
An applicant is eligible for the grant of financial assistance provided that the person.
  • Possesses a tractor capable of operating LASER unit; 
  • Is owner/tenant/lease and self-cultivator of land not more than 12.5 acres and is preferably agricultural machinery service provider or an agricultural graduate possessing requisite land ownership;
  • Agrees to rent out the equipment for LASER land leveling in the area;
  • Undertakes to carry out/provide rental services for LASER land leveling of 300 acres per unit annually during project period; and
  • Is liable to pay full amount of financial assistance received for the purpose as arrears of land revenue in case of violation of any of the conditions of the scheme.

Agriculture Department invites applications through advertisement in the press from the farmers interested to work as service providers for LASER land leveling rental services. Watercourse Improvement 

 
What is Watercourse Improvement and its benefits?
The watercourse improvement / renovation consists of complete demolishing of community channel and its rebuilding/re-aligning according to the engineering design to increase conveyance efficiency by reducing seepage, evaporation, and operational losses. Different studies conducted by national and international organization reveals that watercourse improvement is highly cost effective option for improving water productivity. The salient findings highlighted therein are summarized the Impact Extent below. 
  • Annual water saving 123 acre feet
  • Improvement in crop yields = 2-15 %
  • Increase in cropping intensity  = 4 %
  • Saving in irrigation time = 28 %
  • Expansion in irrigated area = 21 %
  • Reduction in labor for irrigation = 50 %
  • Enhancement in farm incomes = 15 %
  • Decrease in conveyance losses = 39 %
  • Curtailment in saline area = 87 %

What is the cost sharing for Watercourse Improvement?
The government is providing entire cost of construction materials besides providing technical guidance while the farmers are required to contribute entire labour costs for improvement of the watercourses under Chief Minister's Program for Water Efficient Agriculture, Transformation of Agriculture in Pothohar and PRIAT Projects as per following provisions.

  • Masons and unskilled labour of all civil works

In Command Area Development of Jalalpur Irrigation Project (CAD-JIP), farmer will contribute their requisite share for labour and mason costs for installation of water control structures, construction of  culverts/ animal wallow / drop structures, lining of critical sections and back earth filling of water control structure and lined sections of watercourse
Government will bear entire cost for earthen construction of watercourse and all construction materials

The lining of watercourses is carried out upto 50 percent of total length of community channels.

  • 51 percent of the shareholders agree for watercourse improvement
  • The route map of watercourse certified by the Irrigation Department is provided
  • The farmers are willing to form a water users association (WUA) and agree with the cost sharing arrangements
  • The shareholders agree to re-construct katcha portion of the watercourse prior to commencement of lining work.

What is the life of an improved watercourse?
The life of an improved watercourse depends on its maintenance by the water users. However, the average economic/service life of brick watercourses is about 20 years and PCPS 40 years.

The maintenance of an improved watercourse is the responsibility of the Water Users Association.

Who procure the construction material and what is the procurement procedure?
The Water User Association procure the construction materials on the rates fixed by the District Rate Committee for the tehsil/cluster. The project consultants carry out spot checking and third party validation/final verification of improvement works.
