- Early generation seeds (Basic Seeds) are the basic and obligatory requirement for multiplication/production of certified seeds under Seed Act, 1976 & Seed Amendment Bill, 2015.
- To maintain genetic purity of different crops varieties (Reducing the concept of certified to certified seed production). Guaranteeing farmers access to quality seed can only be achieved if a viable seed supply system is there for the cultivators.
- Production of Basic seeds of targeted crops (Wheat, Cotton, Rice, Maize (Synthetic), Pulses & Oil Seeds) and its dissemination to seed companies and PSC registered growers for production of high quality certified seeds.
- Provision of basic seeds to seed producer entities and PSC Registered growers for multiplication/production of quality certified seeds.
- Collaboration among various stake holders such as R&D institutes, Private Sector Seed Companies/seed producer entities, Growing community will benefit mutually in shape of pure, quality seed production and distribution to the farming community ultimately minimizing yield gaps as per review of literature and progressive growers vs common farmers average yield data some 15-20 % higher yield can be achieved with certified tagged seeds.
- Awareness among farmers community regarding use of pure, labelled certified seeds through contemporary marketing communication strategy also a component of PC-1. This will enhance Annual Seed Replacement Rate (SRR) from present 20% SRR to 40% SRR in the coming years.
- To Rehabilitate and upgradation / automation of operations of Seed Processing Plants which were installed in eighties (40 years ago) with new technology and machineries are to be required for the purpose of achieving the following goals.
- Improve quality and bring consistency in final product (seeds)
- Get better efficiency and reduction in production losses
- Reduce electrical load and minimize production cost
- Provide better seed to farmers at economical rates.
- The Concept of future enhancement is to gain self-sufficiency in certified seed production of major crops.
